This dress is interesting, because of the hundreds of instances of recycled costumes, only a small handful are worn by children. There are a few examples, here, here, here, here, here and here, but for the most part we don’t see them very often.

This green gown was most likely designed by costume designer Jenny Beavan for the 1998 film Ever After, where it was worn on Alex Pooley as Young Jaqueline. It was used again in 2016 on an extra in the episode of Galavant entitled The One True King.
