It is worn as well by an extra in the church yard (the third one on the left side) in episode 2. Which leads me to another thought: There are obviously two pelisses, maybe both originating from the designs and the production of “Sense and Sensibility”. The one worn by Anna Maxwell Martin and Louise Dylan seems to have been dyed in a bluish shade and has a pink velvet ribbon attached at the taille.
Here’s another cap, in case it’s clearer.
Hmmm…it’s in the courtroom too, but not on the same extra from the church.
Or, how about one was done for Winslet/Sense and Sensibility 1995 and one (appearing a bit more blue, less grey in colour with the purply velvet ribbon added around the waist) for Sylvestra Le Touzel in “Amazing Grace” 2006? Costumes for both films have been designed by Jenny Beaven.

Another option might be a double costume of Winslet’s pelisse, one of which had been adorned with the velvet ribbon and reused in Amazing Grace/Emma 09 and Death comes to Pemberley. I don’t think the pelisse in The Scarlett Tunic is the same one, as it does not have the cuffs on the sleeves that are seen on marianne’s pelisse, and the collar doesn’t look quite right.
